Summary:The circular briefly reports on the poor conditions of schools in the state, noting that since the state "is doing all that can be expected in the matter of appropriations for education," local communities should contribute to improve the situation: "The Alabama Federation of Women's Clubs, feeling that the time is now ripe to address the various school districts on this subject, and actuated by an earnest desire to co-operate with the State Department of Education in its efforts to prepare the children of the State for an educated and useful citizenship, has appointed a committee to suggest to communities the formation of school improvement associations. The object of these associations shall be to provide better school house facilities, and to advance educational interests in the districts in which each is organized. The membership of these associations is to be drawn from the surrounding country, and all are to work together for school betterment in their neighborhood, their own children and their neighbor's children to be the gainers by such improvement as may result." Suggested templates for the organizations' constitutions and by-laws are included.
